Elevate Your Leadership Skills with F1RST's Senior Leadership Series 2024


At F1RST, the Florida Forensic Institute for Research, Security, and Tactics, we are excited to announce our Senior Leadership Series, a comprehensive training program designed to elevate the leadership capabilities of public safety leaders. Join us at Saint Leo University Campus from July 15-19, 2024, for a series of impactful sessions led by renowned experts in the field.



Session #1: Mission Planning for Law Enforcement Leaders

Dates: July 15-16, 2024 | Time: 8 AM - 5 PM

Instructors: Major George McDonald & Captain Jared Hill

Location: F1RST Campus, 10370 Charles Bo Harrison Way, Land O Lakes, FL 34637

This two-day seminar covers the critical elements of developing a robust Concept of Operation (CONOP) tailored to various scenarios, from SWAT operations to large-scale disaster deployments. Participants will gain insights into strategic planning, resource allocation, coordination, and execution of missions, ensuring readiness for both routine and complex situations.


Session #2: Influence: Applying Hostage Negotiation Tactics for Leadership Success

Date: July 17, 2024 | Time: 8 AM - 12 PM

Instructor: Scott Tillema

Location: Saint Leo University Campus, 33701 County Road 52, St. Leo, Florida 33574 Teco Hall - Room 102

Drawing from his background as a hostage and crisis negotiator, Scott Tillema explores concepts of communication, connection, and influence, essential for successful leadership and navigating difficult conversations. The session includes a hostage negotiations case study and workshop strategies to enhance influence in critical moments.


Session #3: Leadership Mindset

Date: July 17, 2024 | Time: 1 PM - 5 PM

Instructor: Jeffrey Katz

Location: Saint Leo University Campus, 33701 County Road 52, St. Leo, Florida 33574 Teco Hall - Room 102

Jeffrey Katz will guide participants in developing a leadership mindset, focusing on mental frameworks and strategies that drive effective leadership. This session emphasizes self-awareness, resilience, and proactive leadership techniques.


Session #4: Senior Leader Development

Date: July 18, 2024 | Time: 8 AM - 5 PM

Instructors: General Mark O’Neil, General David Brigham, & NCIS Deputy Director (retired) Sam Worth

Location: Saint Leo University Campus, 33701 County Road 52, St. Leo, Florida 33574 Teco Hall - Room 102

This session addresses leadership and decision-making during crises. Topics include leadership fitness, crisis preparation, action and reaction during crises, and post-crisis analysis, including debriefings and after-action reviews.


Session #5: Ethics in Police Leadership

Date: July 19, 2024 | Time: 8 AM - 11 AM

Instructor: Dr. Phillip R. Neely, Jr.

Location: F1RST Campus, 10370 Charles Bo Harrison Way, Land O Lakes, FL 34637

Dr. Phillip R. Neely, Jr. will discuss the importance of ethics in police leadership, providing frameworks and case studies to help leaders navigate ethical challenges in their roles.
